The phase supply to many appliances is 'disconnected' by an intermediate relay when the power is turned off. Therefore a conventional insulation test does nothing more than put high voltage across the power cord.
The 16054 measures earth lead leakage while the appliance is still turned on & therefore tests the condition of the whole appliance.
